A Lottery is charitable gaming which includes a prize, a chance to win a prize, and a fee being charged. These may include bingos, raffles and break open ticket events.

An individual person is not eligible for a Lottery Licence.

An Organization must apply for the Lottery Licence in the Municipality that is its home base.

Who can Apply?

Only a Charitable or Not-for-Profit Organization is permitted to have a Lottery Licence provided the charity or organization's mandate is to deliver programs that will benefit the following:

  • relief of poverty;
  • advancement of education;
  • advancement of religion;
  • other charitable purposes beneficial to the community.

What are the Qualification Requirements?

In order to qualify for a Lottery Licence your organization must meet the following requirements:

  • The Organization must be in existence for at least one (1) year;
  • The Organization must have a place of business in Ontario; demonstrate that it is established to provide charitable services in Ontario, and use the proceeds for objects or purposes which benefit Ontario residents;
  • The mandate of the Organization as set out in its incorporation documents or documents stating the Organization's objects;
  • The Organization must be a Registered Charity or Not-for-Profit Group.

What Documents are Required with my Application?

If this is the first time you are applying for a Lottery Licence you must submit the following information along with the application:

  • Governing Documents - Constitution and By-laws
  • Detailed Outline of Programs/Services
  • Organization's current Operating Budget
  • Organization's Financial Statements for last fiscal year
  • List of Board of Directors
  • List of Members
  • Latest Report to the Public Guardian and Trustee
  • Revenue Canada Notification of Registration Letter
  • Organization's Annual Report
  • Lottery Trust Account

What are the Different Types of Lotteries?

Raffle

The fee for a Raffle Licence is $10.40.

The fee for a Catch the Ace Raffle is 3% of prize value.

Break Open Ticket Sales

The fee for a Break Open Ticket Licence is 3% of prize value.

Bingo

The fee for a Bingo Licence is $51.00.
