2017 Council & COW Meeting Schedule

What is the difference between Council and Committee of Whole?

The Committee of Whole is a Committee made up of all of the Council members, designed to streamline discussions relating to business of a Municipality. Staff put their information on the Committee of Whole Agenda to be discussed at the meeting.

If the Committee of Whole accepts the recommendations in the Staff Reports or decisions are made, a recommendation is forwarded to Council at the next meeting 2 weeks later for final approval. This separation of time between the discussion of an issue at Committee of Whole and the final decision at Council, gives Council time to investigate the issues further on their own before a final decision is made by Council.

Are Council Meetings open to the Public?

All meetings of Council are open to the public with the exception of "Closed to Public" meetings. The criteria outlined in the Municipal Act must be adhered to for a Closed to Public Meeting and is listed in the Town's Procedural By-law

How can I speak to Council?

15 minutes prior to the Meeting, beginning at 7:10 p.m., an informal Open Forum is offered to any person to provide comments on the subjects related to items on the Agendas.  Each person wishing to address Council, will be required to sign a register.  Each person shall be limited to three (3) minutes.  Questions of clarification may be asked of the speaker.  No formal record of the submissions during the Open Forum will be made.  The Open Forum will end at 7:25 p.m.

Saugeen Shores Council may also hear up to four (4) Delegations during the Meeting.  Delegations are accepted on a first come first serve basis.  Each Delegation is given a maximum of 10 minutes to make their presentation.  In order to appear as a Delegation, it is recommended that you submit your request to the Clerk of the Town of Saugeen Shores, one week prior to the meeting.  A written copy of your Delegation is required no later than the Wednesday prior to the meeting at noon.
