Community Improvement Plan

Community Improvement Plans (CIP) are plans that Towns can prepare that provide direction for local improvements to communities. A Community Improvement Plan can provide strategic help to areas in Town that need to be coordinated.

In the Town of Saugeen Shores, we have focused our community improvement efforts in downtown Port Elgin and downtown Southampton and have prepared a CIP for each area. Each CIP identifies key areas for improvement and enhancement and establishes the framework for action in each downtown.

Our recently prepared Economic Development Strategic Plan recommends creation of a CIP to target new development in the following sectors:

  • Affordable housing
  • Nuclear support service businesses
  • Manufacturing
  • Hotel accommodation

We have prepared a draft CIP intended to attract these projects to Saugeen Shores. We are now consulting on this CIP prior to its adoption and would like your input.  Please review the draft CIP and submit your comments to Jay Pausner at by May 14, 2018. Aan open house was held on May 1, 2018 at 4:30 PM in the Council Chambers. Here are slides from a brief presentation held at the beginning of the open house.

A public meeting is scheduled for May 22, 2018, 6:30 PM also in the Council Chambers. 

On May 28, Planning Committee recommended adoption of the Economic Development CIP and 2018 Development Charges Incentive Program. For the remainder of 2018, the Incentive Program will offer relief from the payment of up to 50% of the applicable Development Charges for the following types of developments:

  • Affordable Housing developments or redevelopments which results in a net increase of 5 or more dwelling units and which can provide a letter of support from the Director of Human Services of the County of Bruce,
  • Developments which provide for a secondary suite in a single detached dwelling at the time of building permit for a single detached dwelling
  • Hotel development or redevelopments which result in a net increase of 50 rooms or more and meeting space of 60 m2 or more.
  • Manufacturing developments or redevelopments that result in a net increase of floor space of any amount greater than 0 m2.
  • Office developments or redevelopments resulting in a net increase of 2000 m² of office space with secured tenant(s) in Nuclear Support Service Business(es).
  • Office and Warehousing developments or redevelopments resulting in a net increase of 4000 m2 of gross building floor area with secured tenant(s) in Nuclear Support Service Business(es).
