Town Issues Building Permit for CCV South Phase
The Town has provided the Cedar Crescent Village project with a building permit for the project’s South phase.
The Town had already issued a permit for the north phase in March of this year. The permits finalize the structure’s design and drawings after meeting all appropriate building code regulations.
The Saugeen Valley Conservation Authority has reviewed and approved the project. As well, the province’s Ministry of Environment Conservation and Parks had issued a Permit to Take Water in November 2022.
The Cedar Crescent Village is a public-private partnership that will be a key part of the Town’s Waterfront in Port Elgin. It will allow the Town to make improvements to the Main Beach to make it more accessible, as well as provide more services at the waterfront. Supporting the CCV project is one of Development Services’ Major Initiatives as outlined in the 2023 Business Plan.

Town Issues Building Permit for CCV North Phase
The Cedar Crescent Village (CCV) took another step forward after the Town provided a building permit for the project.
The municipality issued the permit on the north phase of the development’s two future buildings. The permit finalizes the structure’s design and drawings after meeting all appropriate building code regulations.
The building permit is the CCV’s latest regulatory milestone. The project also received a Permit to Take Water in November from the provincial Ministry of Environment Conservation and Parks.
The Cedar Crescent Village is a public-private partnership that will serve as an anchor for the Town’s Waterfront Master Plan in Port Elgin. It will allow the Town to make improvements to the Port Elgin Main Beach to make it more accessible, as well as providing more services at the waterfront.

TOWN ADVANCES CCV PROJECT
The Cedar Crescent Village (CCV) project has passed another milestone towards its completion. On Monday evening, Council gave notice to declare the public lands for the project as surplus in order to register the approved Land Lease. The final By-law(s) is set to be approved at the October 11th meeting.
This is a necessary step for the Town along with the project’s proponent to register the approved Land Lease. While the Town has given the public notice several times at Council meetings, the municipality needed to do this formally after finalizing the Site Works and Servicing Agreement. This is to support registration of the Lease on title. The move does not change the land’s status as publicly owned, nor does it put the land up for sale.
“This is another example of our staff being thorough and professional,” says Saugeen Shores CAO Kara Van Myall. “We realize this is a high-profile project and we are mindful of the community’s need to understand the process. Our Development Services, Legislative Services and Corporate Services teams as well as legal counsel have given this the scrutiny it deserves, and we are moving forward as required to satisfy all legal requirements.”

TOWN COUNCIL APPROVES AGREEMENT FOR
CEDAR CRESCENT VILLAGE (CCV)
Project now able to advance the Town’s Waterfront Masterplan
The Town of Saugeen Shores is pleased to announce an advancement in the revitalization and renewal of its world-class waterfront. Town Council authorized the next steps to develop the Cedar Crescent Village (CCV) on the edge of Port Elgin Beach. The CCV will provide a facility for tourism- and recreation-related business to serve the community.
The move comes six months after the Town’s Committee of the Whole recommended entering into a Site Works and Servicing Agreement with the project’s developer. Since then, the developer has executed the agreement and submitted plans and drawings that will finalize the project and support the waterfront development.
"With this decision we have taken another significant step in the ongoing revitalization of Port Elgin's Main Beach”, says Mayor Luke Charbonneau. “The Cedar Crescent Village includes amenities that will add to the beach experience for all residents and visitors. As our community grows, we are continuing to develop exciting recreation opportunities that will support an outstanding quality of life in Saugeen Shores for years to come.”
The developer responded to a Request for Proposal to develop the previous Station site at the Port Elgin Main Beach. The goal is to create a pedestrian amenity space including restaurant and retail opportunities as well as a permanent location for market activities.
Additionally, the project provides for landscaping and a protected corridor along the project’s eastern edge to support safe movement and mingling.
While the project is a private venture operating on leased public land, the Town retains control of:
• The overall quality and character of the project
• The integration of the project within the Waterfront Master Plan
• The impact of the project on parking and traffic
• The project’s sustainability
• Enforcement of any by-laws and/or federal and provincial laws
The project developer will need to receive a building permit in the next three months and has agreed to complete the project within two years after that. The developer has also agreed to make sure visitors can still enjoy the beach while the project is being built.
Meanwhile Council has also endorsed the preparation of a schedule and cost estimate to begin the Town’s work to further the Waterfront Master Plan at the Port Elgin Main Beach, including ways to make parking and traffic on the beach more efficient and user-friendly.
