Amending Agreement - 2706913 Ontario Inc. (CCV)
2706913 Ontario Inc. (CCV) requested an amendment to the Land Lease and Site Works and Servicing Agreement to extend the timelines required for substantial completion of the Project, two years from the date of the issuance of a building permit. Building permits were issued on March 29, 2023 for the North Building and on August 2, 2023 for the South Building. The Proponent is requesting an extension to February 2, 2026 and May 18, 2026, respectively with Total Completion September 14, 2026.

2025 ROMA Delegations Update
Mayor Luke Charbonneau – along with Saugeen Ward Councillor Dave Myette, Chief Administrative Officer Kara Van Myall, and Manager of Strategic Initiatives Jill Roote – spent three days at the end of January in Toronto at the Rural Ontario Municipal Association (ROMA) conference speaking with ministry representatives and other municipal leaders on issues that matter to the Town’s residents and businesses. The briefs included in the report outline the specific asks and supporting background.

2024 Fire Services Report
The 2024 Annual Fire Service Report outlines the work and response types performed by the Saugeen Shores Fire Service including Emergency Management in 2024. A 35% increase in call volume included 58 alarm activations, 30 carbon monoxide calls, 94 medicals, 32 motor vehicle collisions, 14 water rescue responses and 7 structure fires resulting in a loss of $981,700.

Chantry Island Lease Agreement Renewal
The Town leases the Chantry Island light station from the Department of Fisheries and Oceans. The Lease Agreement expires March 31, 2025, and staff recommended the renewal of this Lease for a five (5) year period, expiring March 31, 2030.

Welcoming Communities 2025 Action Plan
The Welcoming Communities Action Plan (WCAP) was initiated in 2023 to align with the Town of Saugeen Shores’ 2023 to 2027 Strategic Plan. The WCAP supports the Town in becoming a vibrant place for everyone to live and visit, year-round. The WCAP will be renewed annually as business as usual in the Business Plan.

Council Leave Policy Review
The Town’s Pregnancy and Parental Leave Policy is a legislated policy under section 270 of the Municipal Act, 2001. This report serves to advise on the periodic review conducted to ensure the Policy continues to align with legislation and the values of the Town of Saugeen Shores prior to the 2026 Municipal Election. No updates are being recommended to the Policy at this time although a more concise title of Council Leave Policy is recommended as an administrative update.

Animal Control Update
As of February 1, 2025, the Southampton Pet Hospital is no longer providing pound services to the Town of Saugeen Shores. The Town is reviewing options to bring forward to Council at a later meeting.

Business Arising from Closed Session
Mayor L. Charbonneau reported that during the Closed to Public Session, Council approved Closed to Public minutes, discussed matters relative to litigation, receiving advice subject to solicitor-client privilege from the Town’s Solicitor regarding 2706913 Ontario Inc, listed as the CCV Legal Report on the Agenda. Council also discussed a plan or instruction to be applied to negotiations relative to a Memorandum of Understanding with Habitat for Humanity Grey Bruce and Wilson Developments.
Council adopted one resolution arising from the Closed to Public Session:
That Council adopt By-law 23-2025, a By-law to authorize entering a Memorandum of Understanding with Habitat for Humanity Grey Bruce and Wilson Developments in respect of an affordable housing project on Concession 10.
