Council Highlights - July 08, 2024
Committee of the Whole meetings occur on the second and fourth Monday of each month, and Council meetings occur on the second, third, and fourth Monday of each month (the third Monday of the month is to discuss and consider planning and development matters). If a regular meeting falls on a public or civic holiday, the Council meets at the same hour on the next day that is not a public or civic holiday.
Committee of the Whole consists of all Council members that recommends an item for approval by Council. The item still requires Council's final approval, typically at the next Council meeting held two weeks later.

2024 Major Initiatives, Division and Capital Highlights Quarter 2 Update
The Major Initiatives from the annual Business Plan are reported every quarter to update Council and the public on the progress of the annual activities related to the Saugeen Shores Strategic Plan. This report included the updates for Quarter 2 updates for 2024 and details the 43 Major Initiatives as well as 76 Division Highlights and 51 Capital Highlights. In 2024, the progress completion is also included as a live feed on the Town's website. It was noted that no significant issues were being flagged with completing the work program as outlined.

2025 Business Plan Timeline
The ten-year Business Plan allows Council to lay the necessary groundwork to effectively and efficiently deliver required services to residents while accommodating growth and external factors. This report outlined the steps involved in developing the 2025 Business Plan.

Spring Business Camp Summary
The Town held its inaugural Spring Business Camp on April 25, 2024. This half-day event had approximately 50 Town employees involved who exchanged their insights on the latest work trends, needs, and resource considerations. The Town’s frontline staff have the most knowledge about the work that is done every day. Incorporating their views to create the Town’s Annual Business Plan is seen not only as a way to involve TEAM Saugeen in our corporate decision making but also as a smart business practice to ensure the Town’s future plans are realistic and feasible.

Municipal Services Fees and Charges Review – Implementation Plan
This report summarizes the recommendations from a Municipal Services Fees and Charges Review Final Report from StrategyCorp and outlines the proposed implementation of those recommendations in future years’ Business Plans.

Society of United Professionals Condominium Activity Update
The Society of United Professionals has been supporting the Town’s physician recruitment program since 2014 through a generous investment in two condominiums in Southampton. The purpose of these accommodations is to house medical residents who come to the community to train in rural medicine with local physicians or when locums (physicians who fill temporary positions) are in the community to cover family clinics or the emergency department. This report highlights the condo activity and acknowledges the Town’s gratitude to the Society for its generous contribution to physician recruitment.

Healthcare Partnership with Kincardine Program Update
In April 2024, a report aimed to reestablish a collaborative healthcare relationship between Kincardine and Saugeen Shores, was presented. The report outlined a joint Healthcare Partnership Program, seeking Council endorsement for implementation. In May 2024, Bruce Power provided financial support to the program as outlined in this report. This report updates Council members on the program’s progress.

Ontario Community Infrastructure Fund Allocations
The Town’s 2024 Ontario Community Infrastructure Fund allocation was received after approval of the 2024 Business Plan. This report informs Council on actions taken since receiving the 2024 allocation notice and the potential impacts on the 2025 Business Plan.

Road Naming for Lane at Lot 21, East of Breadalbane Street
On May 13, 2024, Council considered a road naming and opening report for the Lane at Lot 21, East of Breadalbane Street. As directed by Council, the developer was approached regarding the List of Heritage Road names. Council is being asked to determine the name for this road and open it to advance development.
The Committee recommended a road opening by-law for Kovac Lane.

Regular Council Meeting
Committee Report – Regarding 12-Month Ice Pilot, Fire Prevention and Public Education, and Ride Sharing
The Committee recommended the following:
- That Council approve the three-year 12-month ice pilot program commencing in 2025; and That Council direct staff to include the anticipated cumulative new revenue of $248,678 for the 2025-2027 12-Month Ice Pilot program in the 2025 Business Plan.
- That Council receive the Fire Prevention and Public Education report for information.
- That Council direct staff to suspend the collection of fees for the taxi licensing regime of By-law 98-2004; and That the investigation of a County-wide Taxi and Ride Sharing Licensing program be brought forward in the 2025 Business Plan for consideration.

Staff Report - Council Remuneration and Expense Policy
As directed at the May 27, 2024 Committee of the Whole Meeting, the Council Remuneration and Expense Policy was referred back to staff to remove the $5,000 holdback and complete the housekeeping amendments. This report presents the proposed Policy for Council’s consideration.
