Committee of the Whole meetings occur on the second and fourth Monday of each month, and Council meetings occur on the second, third, and fourth Monday of each month (the third Monday of the month is to discuss and consider planning and development matters). If a regular meeting falls on a public or civic holiday, the Council meets at the same hour on the next day that is not a public or civic holiday. 

Committee of the Whole consists of all Council members that recommends an item for approval by Council. The item still requires Council's final approval, typically at the next Council meeting held two weeks later.

 July 15, 2024 - Regular Council Meeting

Community Improvement Plan Update for Saugeen Shores 

The purpose of the public meeting was to hear from the public and receive comments from Council about the proposed changes to the Saugeen Shores Community Improvement Plan (CIP). 

It was recommended that staff return to Council with the CIP considering comments from the public and feedback provided by Council.  

Southampton Two-Zone Floodplain Management Concept 

The Saugeen Valley Conservation Authority (SVCA) Flood Hazard Mapping Study for Saugeen Shores has been completed. To allow conditional development to continue, a Two-Zone Floodplain Management Concept for the areas of Southampton where the floodplain mapping has been updated was recommended. This report requested that the 2024 Budget for an incremental expense of $10,000 associated with the implementation of a Southampton Two-Zone Floodplain Management Concept be amended and be funded by the Development Charges Reserve. 

This was carried.  

Urban Tree Conservation By-law 

A major component in the development of the Urban Tree Canopy Plan is the creation of an Urban Tree Conservation By-law. This report outlined several key elements that may be considered in the development of the Urban Tree Conservation By-law. In reviewing these key elements, it was recommended that an Administrative and Budget Analysis report be prepared in advance of passing of the By-law to ensure Council has adequate information for effective decision-making on the implementation of the By-law. 

This was carried.  

5101 Highway 21 Site Plan Control Application 

The Site Plan Control Application submitted by 12785021 Canada Inc. proposes an addition to the existing mixed-use (commercial/residential) building at 5101 Highway 21. The development will include one new commercial unit and 13 new residential apartments on two floors above and behind the new commercial space. Comments from Council will be considered as part of the site plan approval process outlined in Section 41 of the Planning Act.

August 12, 2024  - Committee of the Whole Meeting 

Southampton South Area Drainage Comprehensive Environmental Assessment 

Early in 2024, the Town completed the Master Drainage Plan (MDP). The MDP highlighted areas with existing drainage issues, outlined future drainage needs, and made a set of recommendations. This report outlined the rationale for and advances a recommendation to fund and carry out an Environmental Assessment (EA) to address drainage issues in the Southampton South Area covering the Island Street, Bay Street, and South Street Outlets catchment areas. 

This was recommended for approval.  

Options for Ward Boundary and Council Composition Project 

Council elected not to include a Ward Boundary and Council Composition Review in the 2024 Business Plan that would have seen a consultant retained to conduct this work. Staff were instructed to prepare a report in 2024 to provide Council with a legislative summary and options for a review of the ward boundaries and/or Council composition. 

This was recommended for approval.  

2026 Municipal and School Board Election Supplier 

The next Municipal and School Board election will be held on October 26, 2026. This report recommended to Council the continued use of Internet and telephone voting methods and advised Council of the intention to retain the services of Simply Voting for the conduct of voting in the election. 

This was recommended for approval.  

Communications / Petitions for Committee of the Whole

The Committee recommended to Council that the Municipality of Callandar resolution to Urge the Government to Promptly Resume the Assessment Cycle, the Town of Bradford West Gwillimbury resolution for Ontario Long Service Medals, and the Township of Otonabee-South Monaghan resolution for Regulations for the Importation and Safe Use of Lithium-ion Batteries be endorsed. The Committee directed that letters be prepared and forwarded using the Association of Municipalities of Ontario templates for the Joint Health Resolution Campaign and the Call to Action on Social and Economic Prosperity Review.

Regular Council Meeting 

July 8, 2024 Committee of the Whole Report 

The Committee recommended the following: 

  1. That Council receive the 2024 Major Initiatives, Division, and Capital Highlights Quarter 2 Update report for information.  
  2. That Council endorse the 2025 Business Plan Timeline, working toward a final budget presentation in December 2024.  
  3. That Council receive the Spring Business Camp Summary report for information.  
  4. That Council receive the Municipal Services Fees and Charges Review – Implementation Plan report for information.  
  5. That Council receive the Society of United Professionals Condo Activity Update report for information.  
  6. That Council receive the Healthcare Partnership with Kincardine Program Update report for information.  
  7. That Council receive the Ontario Community Infrastructure Fund (OCIF) Allocations report for information.  
  8. That Council direct a By-law be prepared to open the road described as Lane, Lot 21 East of Bradalbane St., Plan of Southampton; being part of PIN 33259-0087(LT); and that Council direct the road be named Kovac Lane.  

These were carried. 

Business Arising from Closed Session 

Council met in a Closed to Public Session to adopt minutes of a previous Closed to Public meeting and to discuss a plan, procedure, or instruction to be applied to negotiations on a confidential matter, a confidential legal matter concerning potential litigation and is subject to solicitor-client privilege and a position or instruction to be applied to negotiations with local physicians. 

Staff Report - Connecting Links Agreement for Goderich Street Resurfacing 

The Town was awarded $2,691,000 under the Ministry of Transportation (MTO) Connecting Links Program to resurface 4.25 km of Goderich Street (Highway 21) from Concession 6 to Concession 10 in Port Elgin. This report recommended authorizing the Mayor and Clerk to sign the Connecting Links Contribution Agreement.  

This was carried.  

Staff Report - Interim Traffic and Parking By-law Updates 

This report provided updates to the Traffic and Parking Bylaws including changes arising out of the Safe to School recommendations and other “housekeeping” items, and changes recommended to be examined as part of the Transportation Master Plan (TMP) updates in 2025. Council amended the by-law to keep the current speed limit on Saugeen Beach Road. 

This was carried, as amended.  

Staff Report - Authorize Municipal Funding Agreement on the Canada Community- Building Fund 

This agreement renews an expiring agreement with the Association of Municipalities of Ontario (AMO) for the transfer and use of the Canada Community-Building Fund.  

This was carried.  

Striking Committee Report - Accessibility Advisory Committee Mandate Update 

This report recommended that Council adopt the updated Accessibility Advisory Committee Mandate. 

This was carried.  

Accessibility Advisory Committee Report - Accessibility Standards for Customer Service Policy 

This report recommended that Council approve the Accessibility Standards for Customer Service Policy amendments. 

This was carried.
