Council meetings occur on the second, third, and fourth Monday of each month (the third Monday of the month is to discuss and consider planning and development matters). If a regular meeting falls on a public or civic holiday, the Council meets at the same hour on the next day that is not a public or civic holiday.

Council Governance Survey Results
On February 10, 2025 the Council Governance Framework report was presented for Council discussion. As a follow up, a survey was administered to Council from April 14-17, 2025 to gauge Council’s perspective on key governance areas. The results were presented to Council by CivicExcellence to be used to develop a Roadmap if desired, and to return to Council for consideration.

Housing Initiatives Update
The Town has advanced a number of initiatives towards improving the affordability of housing in Saugeen Shores. The intent of the report was to summarize current activities and to authorize specific actions, namely: signing of an updated Memorandum of Understanding with the County that would increase the amount of the Housing Allowance Subsidy from $150,000 to $225,000; and declaring the Town-owned lands on the 10th Concession as surplus to the Town’s needs.

Ridge Street Transfer Payment Agreement
The Town was awarded a grant under the Municipal Housing Infrastructure Program – Housing Enabling Core Servicing Stream. The grant is to provide $1.928 million dollars of funding to construct Ridge Street from Ivings Drive to Bruce Road 25 and improve the intersection at Bruce Road 25. Passing of a By-law authorizing the Town to enter into the Transfer Payment Agreement is recommended.

Electronic Pool Timing Equipment Request
The Breakers Swim Team have been engaged with the Aquatic and Wellness Centre project since 2022 as a valued community partner and significant facility user. Through discussions, it was identified that electronic pool timing equipment would enhance the quality of swim meets hosted at the facility. The total cost of $260,000 would be split 75/25 with the Breakers donating 75% ($195,000) and the Town funding the remaining 25% ($65,000). The Town costs are contained within the approved AWC project budget.

Gerry’s Fries Lease Agreement
The report recommended a Lease Agreement with Michael and Deanna Bahen for the operation of a food concession known as Gerry’s Fries located at Long Dock in Southampton. It is a (5) five-year lease, commencing June 1, 2025, and expiring May 31, 2030.

2024 Southampton Landfill Annual Monitoring Report
The Landfill Monitoring Report is prepared annually by GEI Consultants. The report summarizes annual landfill monitoring and highlights the waste diversion activities that are currently in place. Based on the average fill rate over the last five years, the remaining site life is estimated to be approximately five to seven years. The Town is well underway with the landfill optimization expansion process.

Beach Volleyball Lease Agreement
The report recommended a Lease Agreement with 2402918 Ontario Inc. c/o Robert Fawcett, Social Athletics of Saugeen Shores (SASS), for beach volleyball purposes at the Port Elgin Main Beach and Southampton Beach, commencing June 1, 2025, and expiring September 13, 2025.

Information Sharing Protocol with Saugeen Shores Police
The report recommended approval of the Information Sharing Protocol with the Saugeen Shores Police Service, as required by legislation.

Communications:
Council endorsed the resolution from the Town of Georgina Resolution regarding Salt Management.
Closed to Public
Council moved into a Closed to Public session to approve Closed to Public minutes and discuss matters relative to labour relations and employee negotiations with regards to collective bargaining with the International Union of Operating Engineers. A recommendation was made from the Closed to Public meeting to adopt a by-law to authorize the Collective Agreement.
