Committee of the Whole and Regular Council meetings are held on the second, third, and fourth Monday of each month, except for holidays. The Committee of the Whole consists of all members of Council. The Committee of the Whole reviews and recommends an item for approval by Council. The item still requires Council's final approval, which typically takes place at the Regular Council meeting held in two weeks’ time.

Connecting Links Projects Multi-Year Plan
Staff developed a multi-year plan for the Ministry of Transportation’s Connecting Links projects. The proposed multi-year plan has been designed to help distribute project costs and improvements over four years. The multi-year plan and priorities were outlined in this report.
This was recommended for approval.
2023 AMO Delegation Package Briefs
Vice Deputy Mayor Mike Myatt, along with Saugeen Ward Councillor Dave Myette, Port Elgin Ward Councillor Bud Halpin, and Chief Administrative Officer Kara Van Myall, spent three days at the end of August in London at the Association of Municipalities of Ontario (AMO) annual conference speaking with ministry representatives and other municipal leaders on issues that matter to the Town’s residents and businesses.
This was received for information.
Community Risk Assessment
The purpose of this report was to provide Council with the necessary information to approve the Saugeen Shores Community Risk Assessment (CRA) document to provide Council with an opportunity to understand the treatment options for the risks identified in the CRA and addressed in the Fire Services Establishing & Regulatory By-law 25-2023.
This was recommended for approval.
Councillor Halpin Report - Wildflower Trial Areas
In conversation with resident Nancie Darlington-Smith, she has prepared a proposal for Wildflower Trial Areas in Saugeen Shores. Councillor Halpin was listed as a supporter of the proposal and respectfully submitted it for consideration in advance of the Town’s budget process. The proposal from Ms. Darlington-Smith outlined the “how, where, when, why, and who” of the project eloquently and relayed the passion she has for this project. She also explained the long-term benefits to the community and maintenance requirements once it is implemented.
The proposal was referred for consideration during the 2024 Business Plan process.

Regular Council Meeting
Committee of the Whole Report
The Committee of the Whole recommended the following to Council:- That Council endorse the Aquatic and Wellness Centre Fundraising Strategy Quiet Ask report, as outlined.
- That Council receive the 25 Year Amalgamation Recognition report for information.
- That Council approve the Saugeen Valley Conservation Authority Cost Apportioning Agreement.
- That Council receive the Proposed Clean Yards By-law report for information.
- That Council adopt a by-law to establish the Volunteer Firefighter and Officer Salary Grid, repealing Schedule E of By-law 20-2019.
These were carried.
The proposed creation of the Municipal Solicitor position was referred for consideration during the 2024 Business Plan process.
Declaring Lands Surplus and Authorizing the Transfer of Lands for The River Road Land Exchange
To continue with The River Road land transfer, Council is required to formally declare the subject lands surplus to the needs of the Town and authorize the transfer of the lands by by-law.
This was carried.
Proposed Heritage Designation for 30 Grosvenor Street South
The property owner of 30 Grosvenor Street South in Southampton, Sheila Latham, approached the Municipal Heritage Committee to have the property designated as a heritage property under the Ontario Heritage Act. The steps of the designation process were outlined in this report. Ms. Latham attended the meeting as a delegation to present her reason for designation. The application for the designation was included in her delegation.
This was carried.
Establish 0.3 Meter Reserves as Public Highways – Summerside Subdivision
A by-law was needed to establish 0.3 meter Reserves located on Eastgate Drive and Creekwood Drive as part of the public highway system.
This was carried.
Repeal By-law 20-2019
In 2019 Council passed By-law 20-2019 being a By-law to establish the salaries and wages of non-union employees and certain officers. Since then, an updated approach to setting salary administration practices has been undertaken, with by-laws approved by Council to address each employee classification separately. With this new approach, this report recommended that Council repeal the outdated 2019 comprehensive By-law.

Addendum Planning Report Z53 Cation
A Public Meeting was held on September 18, 2023 to consider the application to amend the Town’s Comprehensive Zoning By-law by changing the zoning on the property at 53 Chappell Sideroad from Agricultural Special (A-1) and Environmental Protection (EP) to Agricultural Commercial Special (AC2-2), Agricultural Special Holding (A69-H) and Environmental Protection (EP) to permit the use of a portion of the subject property for a landscaping business, and to recognize specific setbacks to the structures in the area subject to the application.
This was deferred for staff to return to Council with a report addressing alternatives to requiring a new lane on the subject lands.
