Council Highlights – Monday, September 12, 2022
Committee of Whole and Council meetings are held on the second and fourth Monday of each month, with the exception of holidays. The Committee of Whole is a committee consisting of all members of Council that recommends an item for approval by Council. The item still requires Council's final approval, which typically takes place at the next Council meeting held in two weeks’ time. Land Use Development Process Review
KPMG has completed a review of the land use development process for the Town. A presentation to Council is being delivered to summarize the main findings and recommendations. An Executive Summary and the full KPMG report is provided in the agenda.

Engineering Services Staffing Update
On August 8, 2022, Council approved removing the Manager, Asset Management from the organizational structure that was approved as part of the Municipal Service Delivery Review (MSDR). This position was funded in the 2022 Budget and therefore a salary surplus was created. The report further recommended that the salary savings be utilized in both the asset management and engineering teams to support increased capacity for service delivery. This report recommends the creation of the Asset Management Supervisor and Development Engineering Supervisor positions. These positions would be funded through a combination of salary savings arising from removing the Manager of Asset Management from the structure, and an estimated additional allocation of $49,500 (including benefit and payroll costs).

Saugeen Shores Winterhawks Lease Agreement
The Winterhawks are part of the WOAA Sr. “AA” Hockey League and are based out of the Saugeen Shores Community Complex (The Plex). This non-profit community organization has existed since 2007 and over the last 15 years has contributed thousands of dollars back into other charities and community groups through their team operations and community involvement. The report recommends renewing their lease agreement for a five year term through the 2026-2027 playoff season.

Active Transportation Fund Grant
The Town has received $45,000 in funding from Infrastructure Canada through the Active Transportation Fund to develop an Active Transportation Signage Strategy. The Fund was accepting applications for active transportation projects under two funding streams: planning or capital infrastructure. The Town applied under the planning stream and were successful recipients. There is no municipal contribution required. Projects must be completed by September 30, 2023.

Mayor's Report
The Mayor’s Report provides informational updates on the following:
- Bruce County Human Services Committee approved guidelines for its new Municipal Housing Allowance Program
- Written letter to the Minister of Education to renew our advocacy for additional elementary school space in Saugeen Shores
Saugeen Shores Winterhawks Delegation Follow-Up
On October 12, 2021, the Saugeen Shores Winterhawks presented a delegation outlining five requests for Council consideration. The five requests include: permission to license the spectator area(s) of The Plex during Winterhawks home games; expansion of existing Club Room or dedication of an exclusive Dressing Room for Winterhawks; upgrading some or all spectator areas to stadium seating; installation of an LED video board; and installation and operating responsibility of an ATM and vending machines at the Plex. The purpose of this report is to provide Council with a status update for the five requests from the Winterhawks
Asset Management Update
The Town continues to work towards meeting the provincial asset management requirements (as set out in O. Reg 588/17). The initial Core Infrastructure Asset Management Plan was completed in November 2021, ahead of schedule. The next deadline is July 2024 when the Town will be required to submit an updated asset management policy and the next Asset Management Plan that will cover all other (non-Core) municipal assets.
Second Quarter 2022 Variance to Budget
The Variance to Budget report provides Council with a forecast of the financial results for the Town as of June 2022. The actual net income for the first half of the year is $15.7 million and the year-to-date variance to budget is forecasted with a higher net income of $1.6 million.
Cedar Crescent Village Project Update
On August 25th the Town received the building permit application for the Cedar Crescent Village project. As per the approved Site Works and Servicing Agreement, a permit was to be applied for by September 13, 2022. The report provided in the agenda discusses the status of the permit and the future inspections that will occur.

Council Meeting
SVCA Flood Hazard Mapping, Northport Meadows Subdivision, and Miramichi Shores Subdivision Planning Committee Report
The Committee of Whole recommended the following:
- Council authorize up to $40,000 to be funded from Development Charges and Tax Stabilization Reserves for the creation of flood hazard mapping under the Flood Hazard Identification and Mapping Program through the Province;
- That Council recommend approval to the County of Bruce Approval Authority to approve the major revision to Northport Meadows Draft Plan of Subdivision 41T-2016-03.44 in accordance with the modified Draft Plan and Conditions of Draft Approval; Council further recommends that the County of Bruce remove the condition provided by the Bluewater District School Board from the draft plan approval; and That Council resolves that no further notice is necessary with respect to the minor change in the proposed Zoning By-law Amendment in accordance with the provisions of Section 34(17) of the Planning Act.
- That Council recommend approval to the County of Bruce Approval Authority that the proposed Miramichi Shores Draft Plan of Subdivision S-2021-006 in accordance with the Draft Plan and Conditions of Draft Plan Approval; and That a condition be added to the draft plan approval, that the developer construct a page wire (or similar construction) agricultural fence, to the satisfaction of the Town, along the eastern property line.
