Committee of Whole and Council meetings are held on the second and fourth Monday of each month, with the exception of holidays. The Committee of Whole is a committee consisting of all members of Council that recommends an item for approval by Council. The item still requires Council's final approval, which typically takes place at the next Council meeting held in two weeks’ time. 2021 Reserve and Reserve Fund Transfers

This report detailed the Reserve and Reserve Fund transfers made during the 2021 fiscal year. The purpose was to inform Council of the overall results of the organization and to gain Council approval for all reserve transfers. This approval is required prior to the final issuance of the 2021 year-end financial statements. The results show a net increase in reserve and reserve funds for the year ended December 31, 2021 of $5,837,589.

Final Audit Report

Municipalities are required to prepare consolidated Financial Statements on an annual basis in accordance with generally accepted accounting principles for local government. This report introduces the 2021 Annual Audited Financial Statements for acceptance by Council.

Integrity Commissioner

The Town of Saugeen Shores’ Integrity Commissioner, Harold G. Elston, provided notice of his retirement on August 18, 2022. Mr. Elston was appointed as the Integrity Commissioner for the Town on October 26, 2020, with his term ending December 31, 2023. Mr. Elston is requesting that he delegate his authority under section 223.3 (3) of the Municipal Act, to the Law Firm of Aird & Berlis, LLP, for the remainder of his term.

Proposed County Official Plan Amendment – Growth Management

The County has circulated for comments an amendment to the County Official Plan that proposes to update the growth forecasts and growth management policies. This report highlighted key elements, relevant considerations for Saugeen Shores, and provided eight recommended Town comments to be submitted to the County.

Water Rescue Services Status

The Fire Department Establishing and Regulatory Bylaw 53-2005 lists land-based rescue for water and ice as a service level provided by Saugeen Shores Fire Services. Before July 10, 2019, the Town of Saugeen Shores offshore water rescue needs were augmented by a community-based water rescue organization CCGA #533. This review has determined that a community-based water rescue service no longer exists and that the Town presently relies upon the limited near-shore emergency response of the Saugeen Shores Fire Department and delayed response from Canadian Coast Guard Operations in Tobermory and Goderich and Ontario Provincial Police from Wiarton or Kincardine. The review further determined that the boat owned by the charitable organization named Harpoon Search and Rescue, is not owned by the Town of Saugeen Shores.

Engineering Services Staffing Update

The Committee of Whole recommended that Council approve the amended organizational structure to add the Asset Management Supervisor and Development Engineering Supervisor to the Engineering Services Division.

Declare Land Surplus - 2706913 Ontario Ltd.

As the development of the Cedar Crescent Village project advances, the Town is required to declare the lands surplus on which the development will be situated in order to confirm the 50- year lease with 2706913 Ontario Inc. This report recommends declaring the lands described as surplus and that the necessary By-law(s) be forwarded to Council for adoption at the October 11, 2022 Regular Meeting of Council.

Council received the State of Cycling Report from the Bicycle Friendly Community Ad Hoc Committee.
