Council Highlights - November 11, 2024
Committee of the Whole meetings occur on the second and fourth Monday of each month, and Council meetings occur on the second, third, and fourth Monday of each month (the third Monday of the month is to discuss and consider planning and development matters). If a regular meeting falls on a public or civic holiday, the Council meets at the same hour on the next day that is not a public or civic holiday.
Committee of the Whole consists of all Council members that recommends an item for approval by Council. The item still requires Council's final approval, typically at the next Council meeting held two weeks later.

Aquatic and Wellness Centre Operations and Management Plan
Included in the 2024 Business Plan as a Major Initiative, the draft Aquatic and Wellness Centre (AWC) Operations and Management Plan is presented for Council review and feedback. The draft Plan is the result of advancing the AWC Activation and Transition plans throughout 2024 and focuses on key operational areas highlighted within this report. This report seeks Council’s feedback on the draft Plan with a final version to be presented in Q2 of 2025.

Introduction to Proposed Levels of Service for Asset Management
The Town is updating its Asset Management Plan to meet the requirements of O. Reg. 588/17, focusing on establishing proposed Levels of Service by July 1, 2025. The update aims to integrate asset management into daily operations with help from Hemson Consulting. Objectives include creating an online survey for resident input, identifying measurable levels of service, developing tools for tracking these measures, to inform Asset Management and Financial Strategies.

Ontario Community Infrastructure Fund (OCIF) Update
The Town’s OCIF Allocation for 2025 has been received and is set at $1,263,455. This represents a maximum 15% decrease from the 2024 Allocation of $1,486,418.

Regular Council Meeting - November 11, 2024
Addition
Council passed a resolution to add the Bruce C Municipal Capacity Funding report to the Closed to Public Session.
Business Arising from Closed Session
Deputy Mayor Huber reported that Council gave direction to staff regarding labour negotiations for Collective Bargaining, provided direction on negotiations with the Bluewater District School Board for potential land disposition, and provided direction on a negotiation for the Bruce C Municipal Capacity Funding.
Committee Report – Landfill, High Street and Cenotaph, Capital Budget, Water Wastewater Generator, and Community Donation
- That Council receive the Landfill Optimization Environmental Assessment Terms of Reference report for information.
- That Council receive the Public Engagement Comments and Feedback on High Street Reconstruction and Cenotaph Improvements Project report for information.
- That Council approve the Capital Budget Pre-approval report, dated October 28, 2024 totalling $2,321,548.
- That Council receive the Water/Wastewater Generator Projects Update report for information.
- That Council receive the Community Donation Policy Update report for information.
These were carried.
Committee Report - Ontario Deposit Return Program
The Committee recommended that Council endorse the resolution from the Town of Bradford West Gwillimbury regarding the Ontario Deposit Return Program; and that this resolution be circulated to Premier Doug Ford, the Minister of Finance Peter Bethlenfalvy, MP Ben Lobb, MPP Lisa Thompson, and the Saugeen Valley Conservation Authority.

Environmental Ad Hoc Committee Final Report
The Committee recommended that the Environmental Ad hoc Committee Final Report be received for information and referred to staff for a report back on the implementation of the recommendations of the Committee.

Notice of Motion – Intimate Partner Violence
Councillor Grace introduced a notice of motion regarding Intimate Partner Violence. This motion recommends that the Town recognize the issues of intimate partner violence in rural communities as serious to the health and wellness of local families and that the Town is committed to engaging with community partners to educate and support residents about the seriousness of intimate partner violence in our community. Further that the Town call on the Standing Committee of Justice to hold hearings in the fall of 2024 on Bill 173, The Intimate Partner Violence Epidemic Act and that the Town call on the Province of Ontario to pass and implement Bill 173, The Intimate Partner Violence Epidemic Act.
This motion will be brought to the November 25th Council meeting for consideration.
