Council Highlights - October 21 and 28
Committee of the Whole meetings occur on the second and fourth Monday of each month, and Council meetings occur on the second, third, and fourth Monday of each month (the third Monday of the month is to discuss and consider planning and development matters). If a regular meeting falls on a public or civic holiday, the Council meets at the same hour on the next day that is not a public or civic holiday.
Committee of the Whole consists of all Council members that recommends an item for approval by Council. The item still requires Council's final approval, typically at the next Council meeting held two weeks later.

October 21, 2024 - Regular Council Meeting (Planning Matters)
Planning Report Recommendation October 2024 L7 Z25 Saugeen Shores Housekeeping
The purpose of this application is to consider amendments to the Town’s Official Plan and Zoning By-law. The proposed amendments are included in the revised Amendment Tracker attached to the report on the agenda. Copies of the Town’s Official Plan and Comprehensive Zoning By-law included with the report highlighted the proposed amendments.

Lift Holding on Kovac Lane
The completion of Kovac Lane and development adjacent to the lane allow the Town to lift the Holding provision for lands fronting on the new road.
This was carried.
Assumption of Services – Summerside Phase 7, Stage 2
Phase 7, Stage 2 of the Summerside Subdivision (Plan 3M-265) has become eligible for assumption by the Town as the relevant Subdivision Agreement requirements have been met. This is a regular step in the subdivision development process.

Landfill Optimization Environmental Assessment Terms of Reference Public Meeting
The draft proposed Terms of Reference for the Landfill Optimization Environmental Assessment is presented to Council and for the public to view and comment on during the Public Meeting.

Public Engagement Comments and Feedback on High Street Reconstruction and Cenotaph Improvements Project
This report presents the narratives on comments and feedback from the public and other community partners on the proposed concept designs for the High Street Reconstruction and Cenotaph Upgrade projects.

Capital Budget Pre-Approval
Council will conduct two days of 2025 Business Plan meetings on November 20 and 27, 2024. It is anticipated that the output from those meetings will be brought forward to the December 9, 2024 Committee of the Whole meeting, with approval at the January 6, 2025 Regular Council Meeting. Pre-Approval of select capital projects allows for early tendering of work for the purpose of achieving competitive bids and allowing work to commence early in the year.

Water/Wastewater Generator Projects Update
The 2024 Business Plan includes two projects, to replace the outdated backup generator sets at the Southampton Low Lift Pumping Station and the Port Elgin Harbour Street Sewage Pumping Station. The current standard is to provide generator sets outside buildings, meeting required setbacks. This report is being provided to create awareness of the project change as the outdoor placement of the generators is highly visible in public locations.

Community Donation Policy Update
On October 10, 2023, Council adopted the Community Donations Policy for implementation in 2024. The objectives of this Policy will not be achieved for implementation. The dollar amounts requested by community organizations exceed the scope of the Policy and require a different approach. This report provides Council with awareness of these matters in advance of the Business Plan discussions.

Committee Report - Q3 Update, Draft Urban Tree Canopy Plan, 2025 Business Plan, Sidewalk Plow and Solicitor Update
- That Council receive the 2024 Major Initiatives, Division and Capital Highlights Quarter 3 Update report for information.
- That Council receive the Urban Tree Canopy Plan Discussion Paper report for information.
- That Council receive the 2025 Business Plan – What to Expect report for information.
- That the second Southampton Sidewalk Plow be included as a “high” priority in the 2025 Business Plan for Council consideration.
- That Council receive the Municipal Solicitor Position Update report for information.

Striking Committee Report - October 9, 2024, Procedural By-law Update
The 2024 Business Plan included an update to the Procedural By-law to change the Council Meeting Structure to no longer include the Committee of the Whole. A proposed Procedural Bylaw has been updated to make these changes, provide additional clarity on certain procedural matters, and make housekeeping improvements. This report provides a synopsis of the major changes and provides the required notice of Council’s consideration to adopt the by-law at the next Council Meeting. Council amended the draft By-law that will be considered at the November 11, 2024 Council Meeting.
