Committee of Whole and Council meetings are held on the second and fourth Monday of each month, with the exception of holidays. Committee of Whole is a committee consisting of all members of Council that recommends an item for approval by Council. The item still requires Council's final approval, which typically takes place at the next Council meeting held in two weeks’ time. Sponsorship for the Ontario Tankard Event
Staff have been approached by the Sponsorship Committee of the Ontario Tankard event to take place in 2022 to provide sponsorship funds towards the event. The recommendation is that a portion of the rental fees be waived and used for a Gold Level Sponsorship. This event will provide a large economic impact to our community and the Town’s support of the event is seen as an opportunity to grow our four-season tourism destination potential. Any surplus funds from this event will be used by the Sponsorship Committee to effect repairs and much needed updates to the Port Elgin Curling Club, which is a not-for-profit community organization. The surplus will also be used support enhanced programming around accessibility, increased diversity and improved youth curling programs.

Site Plan 2806783 Ontario Ltd. (1230 Wellington Street)
2806783 Ontario Ltd. recently acquired the subject lands located at 1230 Wellington Street. The plans are to build a 587 square metre addition for automobile body servicing and other automobile uses.

Floodline Hazard Assessment
To prepare for engineering designs along Harbour Street, the Green Street intersection and the Port Elgin Main Beach parking lot and to address comments received through the SVCA permit application for the Cedar Crescent Village development, Shoreplan Engineering is recommended to carry out an analysis to determine the location of the Floodline Hazard in this area.

Amendment to Parks By-law 54 – 2019
Council approved the existing Parks By-law in 2019. The By-law includes active & passive parks, trails as well as the waterfront. It is proposed to be updated to reflect adjustments required for regulating parks within the Town of Saugeen Shores.

Update on Cedar Crescent Village Lease
The Cedar Crescent Village (CCV) project is continuing to advance through the necessary approval processes. Town of Saugeen Shores staff are currently working with Saugeen Valley Conservation Authority (SVCA) for a regulatory permit for the project.

Goderich Street Emergency Sanitary Sewer Repair
The Goderich Street Emergency Sanitary Sewer Repair project includes the replacement of 97m of failed sanitary sewer north of the Mary Street Intersection. Staff are recommending that Ackert Construction complete the emergency repair on behalf of the Town. The emergency repair was not included in the 2021 capital budget and requires funding to be transferred from the Wastewater Reserves.

Ice Resurfacer Purchase
Staff are seeking approval to purchase a new 2021 Electric Ice Resurfacer with Zamboni as the preferred vendor identified through the competitive Request for Proposal (RFP) process. The recommended Zamboni purchase is marginally higher than the lowest bid and is greater than what was budgeted in the 2021 budget requiring Council approval of the purchase.

- 37-2021 being a By-law to amend By-law 127-2008 to provide rules and regulations for the Port Elgin and Southampton Municipal Tourist Camps;
- 38-2021 being a By-law to amend Zoning By-law No. 75-2006 being the Comprehensive Zoning By-law for the Town of Saugeen Shores by Tom Fenton for the lands described as Part Lot 30, Lake Range, (Saugeen) Town of Saugeen Shores; and
- 39-2021 being a By-law to Confirm the Proceedings of the Council Meetings of the Corporation of the Town of Saugeen Shores.
