Committee of Whole and Council meetings are held on the second and fourth Monday of each month, with the exception of holidays. The Committee of Whole is a committee consisting of all members of Council that recommends an item for approval by Council. The item still requires Council's final approval, which typically takes place at the next Council meeting held in two weeks’ time. Beach Ambassador Program 2022
The report outlined the interactions that occurred in the 2022 Beach Ambassador Program, which continued this year to patrol the beaches and educate the public regarding the Parks Bylaw 54-2019.
Municipal Service Delivery Review - Implementation Quarter 3 Update
In 2021, the Town of Saugeen Shores committed to undertaking a Municipal Service Delivery Review and Council approved a new organizational structure for the Town on November 8, 2021. Through budget deliberations, Council approved the first phase of the implementation of the new structure in 2022. This report was an update on the progress made to date on the implementation.
2022 Major Initiatives Quarter 3 Update
The major initiatives from the annual Business Plan are reported every quarter to update Council and the public on the progression of the annual activities related to the Strategic Plan for the Town of Saugeen Shores. This update includes the reporting for quarter three of the 2022 priorities and outlines the details of the 31 initiatives plus those from Saugeen Shores Police Service for a total of 37 Major Initiatives. The Major Initiatives are trending at 70% completion which is slightly lower than the 75% expected at the end of the third quarter, however it is acknowledged several construction-focused initiatives often delay to the fall.
Saugeen Shores LEAP Graduates
Since 2021, Council has approved funding in the budget to support staff development and leadership growth. With that direction, Toni Veiledal Consulting was retained to support the implementation of the Saugeen Shores Leadership Excellence Achievement Program (LEAP). Last year, the LEAP was launched to staff and the first Emerging Leaders Cohort graduated in June 2022. It is important to recognize the staff that completed this learning and to share in the success of their accomplishment.

2021 Reserve Fund and Final Audit Report
The Committee of Whole recommended the following to Council:
- That Council authorize the transfers to/from reserves and reserve funds, as outlined in Schedule A attach to the CFO/Treasurer’s Staff Report dated September 12, 2022; and
- That Council accepts the 2021 Annual Audited Financial Statements from BDO Canada LLP.

County Official Plan Amendment - Growth Management
The Committee of Whole recommended that Council endorse the comments contained in the Supervisor, Development Services Staff Report dated September 26, 2022, and direct staff to forward the comments to the County of Bruce.

Lamont Sports Park Phase 2 Conceptual Design
Phase 1 development of Lamont Sports Park is now complete and will be ready for full use in the spring of 2023. In June 2022, the work got underway with the Prime Consultant (Landscape Planning Ltd.) and members of the Fundraising Committee to develop a preferred design for Phase 2 of the Lamont Sports Park. The Conceptual Design is being presented for Council approval and the next step will be to bring back the detailed design and budget estimate.

Aquatic and Wellness Centre Community Consultation Summary and Conceptual Design
Public consultation for the new Aquatic and Wellness Centre occurred in person on August 31, 2022, and an online method available from September 1 to September 8. The purpose of the public consultation was for the public to provide input to assist with the conceptual design of the facility. Town staff and Salter Pilon Architecture and Lett Architect (SPLA) representatives gathered feedback from the in-person session and online submissions to incorporate into the conceptual design being presented to Council for consideration.

Project Coordinator Contract Position
The Aquatics and Wellness Centre when built at 600 Tomlinson Drive, is a pivotal project for the Town of Saugeen Shores and the largest construction project the Town has undertaken. It is recommended that the Town create a two-year Project Coordinator contract position in order to ensure elements like stakeholder/community engagement, design coordination, budgeting, grant opportunities and fundraising, deliverables and timelines have the appropriate support needed to ensure the successful completion of this high profile project.

Municipal Alcohol Policy Revision
The Municipal Alcohol Policy was put in place to ensure event organizers, utilizing eligible Municipal owned property, manage alcohol accessibility and consumption in accordance with the Liquor License Act. The previous Municipal Alcohol Policy was created in 2013. Staff have reviewed the Policy and brought forward updates.

Northshore Trail Rehabilitation Contract Extension
The Northshore Trail Project is planned to start this fall, with a successful price that came in under budget. The project is to start in Mid-October and be completed by December 31, 2022. The design was prepared by BM Ross Consulting Engineers and will relocate the trail to maintain a three-metre wide trail alongside the road. Funding is provided through a grant with the Provincial and Federal governments and taxation.

Roundabout Study and Tender Funding
This report was to seek Council’s permission to use the Development Charges Reserve funds for an Intersection Control Evaluation study for the McNabb Street at Railway St. intersection. This major initiative was approved in the 2022 Business Plan with funding from the Connecting Links programme; however, the grant application was not successful and therefore, approval is being sought to use Development Charges funds for this work.

Enhanced Mental Health Benefits
The Town of Saugeen Shores prioritizes the health and safety of its staff and recognizes the need to support mental health therapy as an enhanced benefit under the current group benefit plan. This report recommendations a pre-budget approval of $13,000 to initiate enhanced Mental Health Practitioner benefits as of January 1, 2023. This benefit would encompass $1,800 per calendar year of Professional Services for Mental Health Practitioners for active Town employee groups.

Encroachment Agreement - Howe - 114 Shipley Avenue
The Town had an Encroachment Agreement with the previous owner of 114 Shipley Avenue. The property sold and the new owners have requested a new Encroachment Agreement with an improved landscaping plan. The report recommended continuing discussions with the owners to address the Town’s Encroachment Policy and to minimize the encroachment on Town property.
