What is the difference between Council and Committee of Whole?

The Committee of Whole is a Committee made up of all of the Council members, designed to streamline discussions relating to the business of a Municipality. Staff put their reports on the Committee of Whole Agenda to be discussed at the meeting.

If the Committee of Whole accepts the recommendations in the staff reports or decisions are made, a recommendation is forwarded to Council at the next meeting 2 weeks later for final approval. This separation of time between the discussion of an issue at Committee of Whole and the final decision at Council, gives Council time to investigate the issues further on their own before a final decision is made by Council.

Are Council Meetings open to the Public?

All meetings of Council are open to the public with the exception of "Closed to Public" meetings. The criteria outlined in the Municipal Act must be adhered to for a Closed to Public Meeting and is listed in the Town's Procedural By-law

Where does the Public find Council Agendas and Minutes?
