Landlords and Tenants

On May 11, 2026, Council passed Water and Wastewater By-law (44-2026), effective June 1, 2026, which now requires all water and wastewater accounts to remain in the property owner’s name.

Under the Municipal Act, property owners have always been legally responsible for water and wastewater charges, regardless of who was listed as the account holder.

Existing accounts currently in a tenant’s name may remain active until the tenancy changes or the account is finalized.

New accounts will not be opened in a tenant’s name. However, tenants may receive electronic copies of water and wastewater bills if the property owner and tenant complete a Tenant Billing Designate Form.
