Zoning By-law Amendment– Z-2025-052 (Hill)
Council received an application to permit two existing residential units without a principal commercial use on the subject lands at 576 Gustavus Street in Port Elgin.
The property is in a commercial zone. The zone does not permit a residential use without a commercial component.

Draft Plan of Subdivision S-2025-004, Local Official Plan Amendment L-2025-016 and Zoning By-law Amendment Z-2025-027 (SKG Holdings / Chantry Crossing)
Council received a Draft Plan of Subdivision application submitted to create a residential subdivision consisting of 33 single detached lots (lots 1- 33), and 18 townhouse lots (Lots 34 to 51) fronting onto proposed Albert Street and Emerald Drive extensions. The proposal includes 1 highway commercial block (block 52), 2 walkway blocks (block 57 and 58), 2 stormwater management blocks (block 53 and 55), 2 open space blocks (block 54 and 56), 2 highway widenings (block 60 and 61), and 2 0.3 m reserves (block 62 and 63).
If approved, the applications will facilitate a mixed-use development consisting of 51 residential units and a highway commercial block.

Local Official Plan Amendment - L-2025-018 and Zoning By-law Amendment - Z-2025-062 (Southampton Two-Zone)
Council heard an application to amend the Environmental Hazard policies of the Town of Saugeen Shores Official Plan to permit watercourse floodplains to be managed according to a Two-Zone Floodplain Management Concept, where appropriate; and,
To amend the Town of Saugeen Shores Zoning By-law 75-2006 to implement a Two-Zone Floodplain Management Concept for specified lands within the geographic Town of Southampton.
The purpose of the public meeting was to present the proposal to Council and to obtain feedback from Council and the community. At a later date, staff will present a recommendation report which will also address comments arising from this meeting.

Consent for Lot Addition - B-2024-086 (Taylor)
Council received a report providing an update to Council regarding the resolution of Consent Application B-2024-086 (Taylor), affecting Lots 35 and 36, Plan 497, which was originally considered by Council on December 15, 2025 as a lot creation proposal.

Deeming By-law - B-2024-086 Taylor
Council received a report to pass a Deeming By‑law that will allow the owners, Lauren Taylor and Spencer Primeau, to complete a lot addition by severing a portion of Lot 35, Plan 497 and adding it to Lot 36, Plan 497. The Deeming By‑law is required to legally merge the lots so that the lot addition does not result in the inadvertent creation of a separate lot under the Planning Act. The Deeming By-law is included in the By-law Section of the Agenda.

Notice of Communication Tower Application – 1071 Goderich Street
Council received the notice of Bell Mobility Inc. (Bell) proposing a 35m communications tower on lands abutting 1071 Goderich Street in Port Elgin. The applicant (Bell) will provide direct mail notices to landowners within 105m and publish a newspaper advertisement for residents to be able to provide comments on the proposal. Following the consultation, a report will be provided to Council setting out staff comments for final input and to affirm whether the consultation occurred in accordance with the regulations.

Business Arising from Closed Session
Mayor L. Charbonneau reported that during the Closed to Public Session, Council approved Closed to Public minutes and discussed and provided direction to Staff regarding an Ongoing Ombudsman Investigation.
