Draft Plan of Subdivision S-2025-004, Local Official Plan Amendment L-2025-016 and Zoning By-law Amendment Z-2025-027 Recommendation (SKG Holdings / Chantry Crossing)

A Draft Plan of Subdivision application has been submitted to create a residential subdivision consisting of 33 single detached lots (lots 1- 33), and 18 townhouse lots (lots 34 to 51) fronting onto proposed Albert Street and Emerald Drive extensions. The proposal includes 1 highway commercial block (block 52), 2 walkway blocks (block 57 and 58), 2 stormwater management blocks (block 53 and 55), 2 open space blocks (block 54 and 56), 2 highway widenings (block 60 and 61), and 2 0.3 m reserves (block 62 and 63). If approved, the applications would facilitate a mixed use development consisting of 51 residential units and a highway commercial block.

Council adopted By-law 83-2026, for Local Plan Amendment L-2025-016 by SKG Holdings Inc., and it will be forwarded to Bruce County for approval. Council approved Zoning By-law Amendment Z-2025-027 by SKG Holdings Inc. and By-law 84-2026.

Council supported, in principle, County of Bruce approval of Draft Plan of Subdivision S-2025-004 by SKG Holdings Inc. in accordance with the Draft Plan and subject to resolution through Conditions of Draft Approval of outstanding issues relating to servicing, stormwater management, hydrogeology, geotechnical conditions and noise.

Community Improvement Plan (CIP) Development Charges Review

The Town is conducting a housing review of its Community Improvement Plan (CIP) as one of the CMHC Housing Accelerator Fund initiatives. Council directed, at its June 8, 2026 meeting, that non-statutory Development Charges be incorporated into the CIP. The report presented the findings of the review, which assessed existing programs, identified where incentive gaps emerged, and outlined potential responses within a CIP framework.

Council received the Community Improvement Plan (CIP) Development Charges Review Update report for information.

Comments on Proposed Governance Regulations for Regional Conservation Authorities

The Ministry of the Environment, Conservation and Parks (MECP) is seeking feedback on proposed regulations under the Conservation Authorities Act that would establish governance requirements for Ontario’s future Regional Conservation Authorities and the Ontario Provincial Conservation Agency (OPCA). This report outlines staff comments for submission to the Environmental Registry of Ontario (ERO) for consideration.

Council endorsed the comments in this report, directing staff to forward them to the Province through the Environmental Registry of Ontario and directed staff to provide a copy to the Saugeen Valley Conservation Authority, Bruce County Council, and the lower-tier municipalities within Bruce County for consideration.

Bell Telecommunications Tower – 1071 Goderich Street

Bell Mobility Inc. (Bell) intends to build a 33-metre telecommunications tower on lands abutting 1071 Goderich Street in Port Elgin. Notice of the proposal was provided in accordance with federal consultation requirements and interested parties were given an opportunity to submit comments.

Council directed staff to provide correspondence to Bell Mobility Inc. and Innovation, Science and Economic Development (ISED) Canada advising:

That the proposed location, design and installation of a 33-metre monopole telecommunications tower at 1071 Goderich Street, Port Elgin, Ontario, has been reviewed and is acceptable to the Town of Saugeen Shores and Council acknowledged that Bell Mobility Inc. has consulted with the Town and completed the required public consultation process to the satisfaction of the Town.

Motions and Notice of Motions

The following Notice of Motion’s were introduced:

  • Councillor C. Grace Notice of Motion Regarding SOUTH Sign Consultation and Relocation.
  • Councillor D. Myette introduced a Notice of Motion Regarding the Naming of the Bluewater Residential Park.

Council approved Councillor B. Halpin’s Motion Regarding Highway 21 Speed Limit between Concession 10 and South Street.

Council formally requests that the Ministry of Transportation of Ontario review the posted speed limit on Highway 21 between Concession 10 in Port Elgin and South Street in Southampton and consider reducing the speed limit to 60 kilometres per hour; and

Directs that the resolution be circulated to the Honourable Prabmeet Sarkaria, Minister of Transportation; the MTO West Region Office; Lisa Thompson, MPP for Huron-Bruce; and the Saugeen Rail Trail Association for information and support.
