Council Highlights - August 25, 2025

Council meetings occur on the second, third, and fourth Monday of each month (the third Monday of the month is to discuss and consider planning and development matters). If a regular meeting falls on a public or civic holiday, the Council meets at the same hour on the next day that is not a public or civic holiday.

August 25, 2025 

Zoning By-law Amendment - Z-2025-012 (Richer)

The purpose of the application was to propose a reduction in the minimum lot size of the subject property to 1.8 ha. The proposed amendment would facilitate the severance of a portion of the subject property at 3 Sideroad 23/24 to be conveyed to the neighbouring parcel, to facilitate a driveway being relocated due to erosion.

This was carried.

Zoning By-law Amendment - Z-2025-017 (Goetz)

The purpose of the application was to rezone the lands from Residential Second Density ‘R2’ to Residential Fourth Density ‘R4’ with special provisions to permit a residential building containing six townhouse units. The rezoning would permit a reduced lot area, lot frontage, interior side yard setback, and rear yard setback. The rezoning would also recognize an increase to the maximum number of driveways and maximum driveway coverage in an exterior side yard. Holding provisions were proposed requiring preparation of an Archaeological Assessment and Stormwater Management Report prior to development. The effect of the proposed amendments would facilitate the development of a three-storey, six-unit townhouse building located at 791 Market Street.

An Amendment was made to replace the existing Planning Report and Site Plan with an amending Planning Report and Site Plan.

The differences between Initial Site Plan and Updated Submissions:

  • Building Placement: The building has been shifted slightly toward the rear of the property in order to accommodate the required sight triangle at the intersection of Market Street and Ruby Street.
  • Rear Yard Setback: This adjustment reduces the minimum rear yard setback from 3.4 m to 2.2 m.
  • Side Yard Setback: The minimum side yard setback has increased slightly from 4.5 m to 4.6 m.

This was carried, as amended.

Zoning By-law Amendment – Z-2024-058 (Ackert)

The purpose of the application was to amend the Town of Saugeen Shores Zoning By-law to rezone 1891 Bruce Road 33 from Planned Development ‘PD’ to Residential First Density Special ‘R1-97’. The amendment would facilitate the creation of 6 vacant residential lots.

This was carried.

Exemption from Part Lot Control – B-2025-032 (Woodlands) – Addressing Deferral 

Snyder Development Corporation Inc. was advancing the Part Lot Control process, for Block 18, Plan 3M-276 in the Woodlands subdivision (File S-2021-002) to establish four separate parcels, with three parcels to be transferred to the adjacent property owners. It was recommended that the Town adopt By-law 63-2025 as agreed to within the terms of the Subdivision Agreement.

This was carried.

Municipal Heritage Committee - 317 High Street Recommendation

On August 11, 2025, Council referred the matter of a demolition request from 317 High Street, a Designated Heritage Property, to the Municipal Heritage Advisory Committee. The referral was done in accordance with the Ontario Heritage Act (OHA), that requires Council to seek advice on such matters from the Heritage Advisory Committee. On August 20, 2025, the Municipal Heritage Advisory Committee met to discuss the matter. The Committee adopted a Resolution for Council consideration.
