Council Highlights - July 13, 2026

Public Meeting: Draft Plan of Subdivision S-2024-002 and Zoning By-law Z-2026-023

Council received a Draft Plan of Subdivision and Zoning By-law Amendment was submitted for a mixed-use development at Waterloo Street and Devonshire Road in Port Elgin, consisting of four commercial blocks, one multi-residential block with 108 stacked townhouse units, and a stormwater management block. The zoning changes would recognize existing commercial development, permit shared parking between blocks, and rezone the stormwater management lands to Open Space. The proposal, which was presented at a public meeting in September 2024, has been refined in response to agency and public comments, with remaining technical matters to be addressed through draft plan conditions and a subdivision agreement.  

This public meeting was held, and Council requested that the County of Bruce Approval Authority approve Draft Plan of Subdivision S-2024-002 (Lord Elgin Estates) in accordance with the Draft Plan and Conditions of Draft Approval;

Council approved Zoning By-law Amendment Z-2026-023 and Bylaw 74-2026; and Council resolved that no further notice is necessary with respect to the minor change in the proposed Zoning By-law Amendment in accordance with the provisions of Section 34(17) of the Planning Act.

Public Meeting: Local Official Plan Amendment – L-2026-008 and Community Planning Permit By-law - Z-2026-038 (Community Planning Permit System)

Council received an application seeking approval of the Town of Saugeen Shores' proposed Community Planning Permit By-law. The proposed by-law seeks to enable a planning tool that will streamline the development approvals process by combining zoning by-law amendments, minor variances and site plans into one application and review process. To enable this by-law, an amendment to the Town's Official Plan is

required. This includes grammatical and administrative changes, and alignment of existing policies with the proposed by-law, specifically the Core Commercial designation, to allow for greater residential intensification and mixed-use opportunities.

There was a virtual public meeting on the project on March 31, 2026 and a public open house on June 24, 2026.

The purpose of this statutory public meeting is to present the proposal to Council and to obtain feedback from Council and the community. At a later date, staff will present a recommendation report which will also address comments arising from this meeting. 

This public meeting was held, and Council resolved that the Local Official Plan Amendment – L-2026-008 and Community Planning Permit By-law - Z-2026-038 (Community Planning Permit System) by the Town of Saugeen Shores be deferred until after the 2026 Municipal Election.

Local Official Plan Amendment- L-2025-018 and Zoning By-law Amendment - Z-2025-062 (Southampton Two-Zone)

Council received an application. The purpose of the application is:

  • To amend the Environmental Hazard policies of the Town of Saugeen Shores Official Plan to permit watercourse floodplains to be managed according to a Two-Zone Floodplain Management Concept, where appropriate; and,
  • To amend the Town of Saugeen Shores Zoning By-law 75-2006 to implement a Two-Zone Floodplain Management Concept for specified lands within the geographic Town of Southampton.

The application has been updated to reflect comments provided by the public for specific properties in the study area.

The By-laws associated with this report are included in the By-law section of the Agenda.

Council adopted By-law 61-2026, for Local Official Plan Amendment – L-2025-018 (Southampton Two-Zone), and that it be forwarded to Bruce County for approval;

Council approved Zoning By-law Amendment - Z-2025-062 (Southampton Two-Zone) and By-law 62-2026; and Council resolved that no further notice is necessary with respect to the minor change in the proposed Zoning By-law Amendment in accordance with the provisions of Section 34(17) of the Planning Act.

Site Plan Control Application SP-2026-008 – 5094 Highway 21

9144595 Canada Inc. proposes the construction of a three-storey building with five commercials units on the ground floor, and 16 residential apartments on the upper floors at 5094 Highway 21 in Port Elgin. The application is being reviewed in accordance with the Site Plan approval process outlined in Section 41 of the Planning Act.

Site Plan Control Application SP-2026-009 – 300 Railway Street

Four H Automotive Ltd. proposes the construction of an Automobile Body Shop at 300 Railway Street in Southampton. The application is being reviewed in accordance with the Site Plan approval process outlined in Section 41 of the Planning Act.

Site Plan Control Application SP-2026-010 – 34 Huron Street South

535253 Ontario Ltd. (Seaman & Sons Builders) has submitted a Site Plan Control Application for 34 Huron Street South in Southampton on behalf of the property owner, Elizabeth Forsyth-Farrell. The application proposed the re-development of an existing Tourist Cottage Park that will consist of a single detached dwelling and a total of four detached cottages. The application was reviewed in accordance with the Site Plan approval process outlined in Section 41 of the Planning Act.

Council received the Site Plan Control Application SP-2026-010 – 34 Huron Street South report for information.

Assumption of Services – Northport Meadows Phase 1

Phase 1 of the Northport Meadows Subdivision on Plan 3M-237 has become eligible for assumption by the Town as the relevant Subdivision Agreement requirements have been met. This is a regular step in the subdivision development process. The By-law is included in the By-law section of the Agenda.

Council adopted By-law 75-2026, a By-law to assume services and establish roads as Public Highways for Phase 1 of the Northport Meadows Subdivision (41T-2016-03.44) including portions of Northport Drive, Rosner Drive, Bruce Street, and the stormwater management pond.
