Public Meeting: Zoning By-law Amendment – Z-2026-019 (Bluewater Affordable Housing and Park)
Council received an application to rezone the property from Residential First Density (R1 and R1-84) to Residential Fourth Density (R4-33) with site-specific provisions, Open Space (OS) and Institutional (I-4). The application would permit the construction of 2 apartment buildings, 8 stacked townhouse buildings and 4 standard townhouse buildings, consisting of a total of 183 rental units intended to meet affordability parameters for moderate and low income households, along with a new approximately 0.8 ha (2 acre) municipal park.
Council deferred the consideration of Zoning By-law Amendment – Z-2026-019 (Bluewater Affordable Housing and Park) and By-law 60-2026 to the June 22, 2026 Regular Council Meeting.
Public Meeting: Local Official Plan Amendment – L-2025-021 (Montgomery)
Council received an application to permit an expansion of the settlement boundary. A Local Official Plan Amendment is required to designate the lands Residential. If approved, the application would facilitate adding 5 existing residential parcels within the settlement area of the former Town of Southampton.
This public meeting was held, and the report received for information.
Planning Report Recommendation L18 Z62 Southampton Two Zone
Council heard a report on the application:
- To amend the Environmental Hazard policies of the Town of Saugeen Shores Official Plan to permit watercourse floodplains to be managed according to a Two-Zone Floodplain Management Concept, where appropriate; and,
- To amend the Town of Saugeen Shores Zoning By-law 75-2006 to implement a Two-Zone Floodplain Management Concept for specified lands within the geographic Town of Southampton.
Council referred Planning Report Recommendation L18 Z62 Southampton Two Zone back to Staff to report back in July 2026 on the inclusion of the Greenland Consulting work on behalf of Launch Properties in the schedules.
Development Charges Reduction Program (DCRP) Application and Development Charge Rates
Council heard a report on the Development Charge Reduction Program a new one-time, competitive funding opportunity intended to support housing supply by requiring municipalities to significantly reduce development charges (DCs) and invest in growth-related infrastructure. The report recommends application to the program and highlights potential funding and impact of DC reductions.
This was carried.
Site Plan Control Application SP-2026-003 – 167 Thompson Lane
Council heard a report on the site plan control application submitted by 5031910 Ontario Ltd. which proposes the construction of a new three-storey mixed-use commercial/residential building at 167 Thompson Lane. There is an existing mixed-use two-storey commercial/residential building on the property that will remain. The proposed new building will contain a total of 12 rental residential apartments and one commercial unit. This report was presented as information and comments will be considered as part of the Site Plan approval process outlined in Section 41 of the Planning Act.

Business Arising from Closed Session
- Mayor L. Charbonneau reported that during the Closed to Public Session, Council approved Closed to Public minutes of May 19th and May 26th.
- Council discussed matters relative to the Market St OLT direction and provided direction to Staff.
- Council discussed matters relative the Town versus 2706913 Ontario Inc. (CCV) and provided direction to Staff.
