Council Highlights - May 19, 2026

Council meetings occur on the second, third, and fourth Monday of each month (the third Monday of the month is to discuss and consider planning and development matters). If a regular meeting falls on a public or civic holiday, the Council meets at the same hour on the next day that is not a public or civic holiday.

May 19, 2026  

Zoning By-law Amendment – Z-2025-082 (Farrell) 

Council received an application to rezone the property from Residential First Density Special ‘R1-3’ to Commercial Recreation Special ‘CR-8’ to permit the reconstruction of a single detached dwelling and three detached cottages as well as the construction of a fourth detached cottage on the subject lands. The proposed changes will be implemented through various site-specific Zoning By-law amendments. If approved, the proposed amendments would facilitate the redevelopment of the property while maintaining the existing number of units. 

Council amended the special provisions of the CR-8 zone to limit the permitted uses to: 

  • Tourist Cottage Park; and,  
  • Single Detached Building subject to Section 16.4.5. 

This was carried, as amended. 

Community Improvement Plan (CIP) Housing Incentives Update  

Council heard a report, on March 9, 2026, a report was presented to Council regarding the Housing Update to the Community Improvement Plan for information. Council provided feedback which has been incorporated into the recommended programs. This report represents the public meeting to implement the amendment to the Community Improvement Plan. Final approval of the implementing By-laws is targeted for the June 15th, 2026 Planning Council Meeting.

University of Guelph Municipal Project – Settlement Boundary Adjustment for the Town of Saugeen Shores 

Council received a report to introduce the attached Settlement Boundary Adjustment study prepared for the Town of Saugeen Shores as part of a University of Guelph municipal project. The study and accompanying presentation outline a proposed policy framework to guide the evaluation of future settlement boundary expansion applications within Saugeen Shores.

Site Plan Control Application SP-2026-007 – 1032 Goderich Street 

Council heard a report, 2873448 Ontario Inc. proposes the construction of a five-storey building with a commercial unit on the ground floor, and 27 residential apartments on the upper floors. This report is being presented as information and comments will be considered as part of the Site Plan approval process outlined in Section 41 of the Planning Act.

Site Plan Control Application SP-2026-004 – Bluewater Apartments 

Council received a report, Barry's Construction and Insulation Ltd. proposing the construction of two, five-storey apartments buildings within the Bluewater Estates Subdivision. Each apartment building will have 98 units, totaling 196 residential units for the site. This report is being presented as information and comments will be considered as part of the Site Plan approval process outlined in Section 41 of the Planning Act.

Site Plan Control Application SP-2026-006 - Canadian Tire 

Council received a Site Plan Control Application submitted by Zelinka Priamo Ltd. on behalf of their client, Canadian Tire Properties Inc. and Canadian Tire Real Estate Limited, proposes a 16,871 square foot expansion to the north end of the existing Canadian Tire Store, and a seasonal Temporary Soil Compound. This report was presented as information and comments will be considered as part of the Site Plan approval process outlined in Section 41 of the Planning Act.

Site Plan Control Application SP-2026-005 – 5331 Bruce Road 3 (Carson’s Supply) 

Council received a report, 2128080 Ontario Inc. proposing the construction of a concrete manufacturing and pre-cast concrete facility and a polyvinyl chloride (PVC) injection and extrusion manufacturing facility, with outdoor storage, parking, and a stormwater management pond at 5331 Bruce 3. The application will facilitate a partial relocation and expansion of Carson's Supply, a commercial business located in Port Elgin. This report is being presented as information and comments will be considered as part of the Site Plan approval process outlined in Section 41 of the Planning Act.

Business Arising from Closed Session 

Mayor L. Charbonneau reported that during the Closed to Public Session, Council approved Closed to Public minutes and received a report for information regarding 2706913 Ontario Inc. (CCV) Legal Update.
