Public Meeting: Community Improvement Plan Amendment Supplementary
The Town is updating its Community Improvement Plan (CIP) as one of the Canada Mortgage and Housing Corporation (CMHC) Housing Accelerator Fund initiatives. As part of this review, previously exempt Development Charges were assessed to identify potential incentive gaps.
This Supplementary Public Meeting is to receive input on the proposed Housing Accelerator Fund (HAF) Supplementary Housing Incentives Guide, the Housing Incentive Program Details and the draft Core Commercial Development Charges Grant.
Council adopted By-law 89-2026, a By-law to authorize an amendment to the Community Improvement Plan to include incentive programs for housing initiatives and a development charge grant program for commercial development in the Commercial Core; and
The estimated costs of $50,000 per year associated with the Core Commercial Development Charges Grant program will be included in the 2027 Business Plan for consideration.
Public Meeting: Major Revision to Draft Plan of Subdivision - 41T-2011-01.44 and Zoning By-law Amendment - Z2026-044 Summerside
The purpose of the modification to the Draft Approved Plan of Subdivision and Zoning By-law Amendment is to accommodate an additional elementary school in the Summerside development in the north end of Port Elgin.
Council received the Major Revision to Draft Plan of Subdivision - 41T-2011-01.44 and Zoning By-law Amendment - Z-2026-044 (Summerside) by Lord Elgin Estates Developments Limited for information.
Site Plan Control Application - Bluewater Lands
Tim Welch Consulting, on behalf of the Margaret Laurence Housing Cooperative, proposed the construction of two 4-storey apartment buildings with 95 total units, three 3-storey stacked townhouses with 8 units each, one three-storey stacked townhouse with 4 units, and three 4-storey stacked townhouses with 12 units each, consisting of a total of 159 rental units. The application is being reviewed in accordance with the Site Plan approval process outlined in Section 41 of the Planning Act.
Council received the Site Plan Control Application – Bluewater Lands report for information.
Limited Services Agreement – 176 Leeder Lane
Conditional approval has been granted by the County of Bruce to recreate lots which previously merged on title. 76 Leeder Lane will be developed into a 6-unit apartment building. 180 Leeder Lane will continue to serve as a parking area for residential units above 189-193 High Street and will also include one visitor parking spot for the new apartment building at 176 Leeder Lane. To develop the lands appropriately, a Limited Services Agreement between the Town and the Owner is required.
Council adopted By-law 90-2026, a by-law to authorize a Limited Services Agreement with Nicsam Corporation for 176 Leeder Lane.
