Notice of Decision: Community Improvement Plan Amendment (Section 28, Planning Act, 1990)
TAKE NOTICE that on September 21, 2026, the Council of the Town of Saugeen Shores approved a Community Improvement Plan Amendment as adopted by By-law 89-2026, being a By-law to amend By-law 67-2024, the Community Improvement Plan Policy for the Town of Saugeen Shores, to include housing incentives, commercial incentives, and related housekeeping. Written and oral submissions were considered by the Council of the Town of Saugeen Shores as part of its deliberations and final decision on this matter.

The purpose of this amendment to the Community Improvement Plan is to add housing-related incentive programs designed to support a variety of housing developments, and to incorporate a development charge grant program for commercial development within the Core Commercial zoned areas. In having these programs added to the Community Improvement Plan, it enables the Town to provide incentives for these types of development.
The last date for appeal of this decision is Tuesday, October 20, 2026.
Not later than 20 days from the September 30, 2026, only the applicant, the Minister, a specified person (being a utility and transportation company) or public body that has an interest in the matter may appeal to the Ontario Land Tribunal (OLT) against the decision of the Town. If no notice of appeal is given within 20 days, the decision is final and binding.
Anyone wishing to appeal the decision is required to submit a notice of appeal (in accordance with the OLT guidelines and Appeal Form A1, available at https://olt.gov.on.ca/appeals-process/ setting out the objection to the decision and the reasons in support of the objection.
Appeals must include a certified cheque or money order in the amount specified by the OLT payable to the Minister of Finance.

Take notice that an appeal to the Ontario Land Tribunal in respect to all or part of this Community Improvement Plan (CIP) Amendment may be made by filing a notice of appeal with the Clerk either via the Ontario Land Tribunal e-file service (first-time users will need to register for a My Ontario Account) at https://olt.gov.on.ca/e-file-service by selecting Saugeen Shores (Town of) as the Approval Authority or by mail to Town of Saugeen Shores, 600 Tomlinson Drive, PO Box 820, Port Elgin, ON N0H 2C0 no later than 4:30 p.m. on 20 October, 2026. The filing of an appeal after 4:30 p.m., in person or electronically, will be deemed to have been received the next business day. The appeal fee of $1,100 can be paid online through e-file or by certified cheque/money order to the Minister of Finance, Province of Ontario. If you wish to appeal to the Ontario Land Tribunal (OLT) or request a fee reduction for an appeal, forms are available from the OLT website at www.olt.gov.on.ca.
