Notice of Future Construction and Pre-Construction Open House: Highway 21 & Turner Street (BR#13) Intersection Improvements

Project Overview

The Town of Saugeen Shores is undertaking improvements to the Highway 21 and Bruce Road 13 (Turner Street) intersection in Southampton. This location is a key travel route for residents and seasonal visitors and continues to experience safety and traffic flow challenges—especially in peak seasons.

The project includes:

• Construction of a single-lane roundabout to improve safety and reduce congestion.
• Upgrades to water distribution infrastructure within the work area.

Pre-Construction Open House

• Date: April 1
• Time: 4:30 p.m. – 6:00 p.m. 
• Location: Southampton Town Hall, 201 High Street

Residents are invited to attend, meet the contractor, and review project plans.

Project Timeline

Construction will be completed by E.C. King Contracting.

• Work is expected to begin in mid-April, weather permitting.
• Working Hours: 7:00 a.m. – 7:00 p.m., Monday to Friday.
• A detailed construction schedule will be shared in a future notice.

Construction Phasing

Work will be completed in two phases to maintain safety and manage traffic efficiently. 

Phase 1 – North Side

• Excavation
• Installation of underground services
• Roadway construction for the north side of the roundabout

Phase 2 – South Side

• Similar excavation and service installation
• Completion of the south side of the roundabout and remaining components

Traffic & Parking Impacts

• North Rankin Street will remain open during Phase 1.
• During Phase 2, a single-lane closure with a controlled detour will be in place.
• Emergency detours may be implemented as needed.
• Pedestrian access will be maintained throughout construction.

Service Interruptions

• Brief water service interruptions may occur during valve replacements.
• Residents will be notified in advance of planned outages.
• In the event of an unplanned break, crews will work to restore service promptly.
