Notice of Pre-Construction Meeting and Future Construction: Southampton Highway 21 Resurfacing (South St to Craig St)

Project Overview

As part of the Ministry of Transportation’s Connecting Link Program, Highway 21 (from South Street to Craig Street) in Southampton has received funding for a series of rehabilitation activities. The project will include:

  • Asphalt resurfacing along Railway Street, Albert Street South, and North Rankin Street
  • Upgrades to water distribution infrastructure
  • Maintenance of existing storm cross culverts within the project limits

Pre-Construction Open House

A Pre-Construction Open House will be held at:

Southampton Town Hall
201 High Street, Southampton
March 17 — 4:00 p.m. to 6:00 p.m.

This is an opportunity for the public to meet the contractor and review the project plans.

Project Timeline

Construction will be carried out by Walker Construction.

  • Walker Construction plans to commence work near the end of March, subject to suitable weather and ground conditions.
  • Working Hours: 7:00 a.m. to 7:00 p.m., Monday to Friday.

A detailed construction phasing and scheduling plan will be provided in a future notice once finalized.

Traffic & Parking Impacts

  • Railway St., Albert St. S., and North Rankin St. will remain open to through traffic in sections while work is underway. Alternating single-lane closures with traffic control will be in place.
  • If required during emergency conditions, detour routes may be implemented.
  • Pedestrian access will be maintained throughout the project.
  • On street parking on Albert St. S. will be restricted when work occurs in the immediate area.
  • The public is encouraged to use side street parking and municipal parking lots when visiting downtown businesses.

Service Interruptions

  • Brief interruptions to water service north of the Zgaa-biig-ni-gan Bridge may occur
    during water valve replacements.
  • Residents will be notified in advance of any planned service interruptions.
  • In the event of an unplanned interruption (e.g., due to a waterline break), crews will work to restore service as quickly as possible.
