Statutory Public Meeting Notice
You’re invited: Public Meeting to consider Local Official Plan Amendment File L-2026-008 and Community Planning Permit By-law File Z-2026-038 on July 13, 2026 at 6:30 p.m. Town of Saugeen Shores Municipal Office (600 Tomlinson Drive).
The purpose of the proposed Community Planning Permit (CPP) By-law is to create a comprehensive set of development regulations for the downtown areas of Port Elgin and Southampton that align with the vision and objectives of the Official Plan, support mixed-use development, and help to address housing needs.
A map showing the proposed CPP Area is included below. The CPP By-law would replace the Town’s existing Zoning By-law and Site Plan Control By-law and become the Town’s primary tool for regulating development in these areas shown below. The Community Planning Permit System (CPPS) as set out in the proposed CPP By-law is intended to streamline the development approvals process by combining zoning amendments, minor variances, and site plans into one application and review process.
The proposed Official Plan Amendment would enable the CPP By-law to be established and provide policy guidance
This Public Meeting is in addition to the Public Open House scheduled for June 24, 2026, from 6:30 p.m. to 8:00 p.m. at 1020 Goderich Street, Port Elgin.

Appeals Information
Only specified persons and public bodies as defined in the Planning Act and registered owners of lands to which the by-law will apply and who made oral submissions at the public meeting or who have made written submissions to the Town before the By-law is passed, will be able to appeal the decision of the Town of Saugeen Shores.
If a person or public body would otherwise have an ability to appeal the decision of the Council of the Town of Saugeen Shores to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to Council of the Town of Saugeen Shores before the by-law is passed, the person or public body is not entitled to appeal the decision.
If a person or public body does not make oral submissions at a public meeting, or make written submissions to Council of the Town of Saugeen Shores before the by-law is passed, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
Once the CPP By-law is in-force, an appeal to the Ontario Land Tribunal against a decision (or non-decision) on a CPP application may be made only by the owner of the land to which the application relates.

Information will be collected in accordance with the Municipal Freedom of Information and Protection of Privacy Act. Comments and opinions submitted prior to decision will become part of the public record. Comments will be provided to the Committee for its consideration.
