Saugeen Shores Waste Management Environmental Assessment: Review of Potential for Landfill Optimization

Notice of Submission of Terms of Reference

As part of the planning process for the proposed expansion of the Town of Saugeen Shores’ existing landfill site, a Terms of Reference (ToR) was submitted to the Ministry of the Environment, Conservation and Parks (MECP) for review as required under the Environmental Assessment Act (EAA). If approved, the ToR will serve as a framework for the preparation and review of the Environmental Assessment (EA) for the proposed undertaking.

Project Overview

The purpose of this waste management project (or undertaking) is to address the problem of diminishing disposal capacity at the Town’s Southampton Landfill Site. The goal of the process is to have an approved landfill plan in place and constructed prior to the need, which is suitable for the Town, its residents, and the environment.

It is expected that the approved capacity at the Southampton Landfill will be exhausted in about 2030. The expansion of the landfill by approximately 725,000 cubic meters is being proposed as a long-term strategy for the management of the community’s residual waste. It is projected that this would extend the sites service life by 40- years, or to 2070. As shown on the map provided, the proposed landfill optimization project can be accommodated at the existing site without the need to acquire additional lands. The environmental management system associated with an expanded landfill footprint would include the provision for a landfill liner and a leachate collection system.

Consultation

Members of the public, agencies, Indigenous communities and other interested persons may inspect the Proposed Terms of Reference and provide comments. You may inspect the Proposed Terms of Reference on the project website (www.engage.saugeenshores.ca/SSWMP) and during normal business hours from April 4th to May 5th, 2025, at the following locations:
